If I understand correctly, your picture is intended to convey irony or perhaps inefficiency.
But there are perfectly valid reasons why a prospectus dated December 30, 2009 would arrive in the mail late in July, 2010. (Say, for instance that you had only recently invested in that fund. Or perhaps the fund company recently filed a Supplement to that Prospectus.)

Or it could just be inefficient irony.
